please get rid of extra white at TOP of page - don't need it

please responsively-design page once to 2 times for: We may have to lay it out twice, hope not....response design is always confusing to me. I laid it content out twice to get vibe for way my eye sees it on DT (I am not used to viewing on phone-but know it's prob MORE a reality - asking for your expertise)
